If you are referring to the delay in the SPA, clearly the FDA hold was the primary reason. Throw in the usual FDA inefficiency. There is no reason to believe that Dan sat on it or didn't pursue it vigorously. As evidence of that, observe his somewhat sudden plan to apply for early EMA approval. Doesn't seem to exhibit a lack of urgency.
