Dilution is irrelevant. There is a naked short covering going on. If the numbers are correct, There has been over 18 Billion IHSI shares traded since January 2017. The company only has a A/S of 10 Billion. That means that 8 billion was flipped or Naked Shorted. I'll bet on a combination of all. That how MM's hide their Naked shorting. I've been in companies that had a A/S of 800 Billion, Let me repeat A/S of 800 Billion, fully diluted and naked shorted to over 3 Trillion shares outstanding. That company stock price ran from .0001 to .0012. Another company with a 15 Billion A/S and a 7.5 Billion O/S ran from .0001 to over .05. Dilution, A/S and O/S mean nothing in penny land. These stocks run, especially the Naked Shorted ones. Is there going to be a R/S on the stock. Its possible, so what, no matter how you look at it, the company is in a better financial position. I still say covering and Naked Short squeeze. On the next run all weak hands that do not like this transition, sell, get out and move on. Only the strong will survive. imo.
