I do not believe this is done for one simple reason - the share structure is too good to let it slip. Even if Riggs did not use it, I am not sure they would let it slip away when ten months have went by and they have certainly settled all the debts by now. No, I think they are taking advantage of the quiet to get something ready. Just my belief based on the amazing SS.
