No it doesnt change the max amount of shares it reduces current OS and this increases the shares available to issue.

Currently there are ~48m shares leaving 250m - 48m = 202m shares available for issuing. If they effectuated a 15:1 RS then those 48 m shares becomes 3.2m. This would means there are 250m - 3.2m = 246.8m shares available for issuing into market in the future. That's an increase of 44.8m shares under that scenario.
