That is legal. When they changed the securities ACT a couple years ago they put into place that it was legal, but the seller of the shares had to notify the MM to list it as so. You could actually have your buys or sells show 10,000 on the ASK or BID and actually be selling or buying 100 million shares. Used to be like this all the time and now it is illegal for MMS to do this unless specified by the owners of the shares.

I believe this is how the new rule goes.
