"Slapping the ask" is buying shares at the ask instead of trying to get them cheaper.
Slapping the ask helps take out whatever shares are being sold at the ask and allows the price the ask to increase as those shares are taken out.

As opposed to bid sitting (placing your order at the bid and hoping a seller shows up to buy them, which generally is more likely to move the price down rather than up.
