Thanks for taking the extra step here with AHFD. I was going to treat it as a "Lotto Play" until more was going to be released from the company, but I might have to reconsider and turn it up a notch based on what you have posted.
With the OS being 4.3 billion shares and the CEO buying 2.5 billion shares, it would only make sense that he has done so to obtain control of the company, create a non-dilutive special preferred share or shares, and then retire the 2.5 billion shares back to the Treasury of shares within the Authorized Shares (AS)... or at least that's what I would do since it's very evident that he is not going to be selling those 2.5 billion shares.
