If someone cannot understand basic algebra, maybe they are not the best collegiate candidate. I don't consider statistics more practical.

good luck trying to teach a(ny real) statistics course to students who can't handle basic algebra -- or perhaps Oakley meant just 'teaching' students to be able to recite from rote a few random statistics? -- '100% of unambiguously male pigs are born with piggly wigglies! So there!'
