Certainly looks that way. As you rightly suggest, a team of competent professionals could have completed the work in a few months, if not weeks. What I cannot understand is why the Company seem to be doing nothing to push the DNR. Maybe they are and political correctness prevents them from declaring same. After all, Landwehr worked with Cherry on the EIS which was the basis for the permit applications, so further reason to question the lack of activity. A colleague and I have written to Nolan on the subject, since he appears to understand the need to get this show on the road, despite the environmentally friendly Governor doing nothing to help.
