I think Felder is strictly on the cancer/research side of the equation. LaBorde was brought in to get the pain management operations up and running and Reyes was brought in to work both divisions with his contacts at VA and NFLPA.
I would interpret the S-1 withdrawal as a delay in the 3rd tranche of funding since the SEC had not given the registration the green light. The original registration in March gave the end of July as a deadline to register shares so it would seem the BIEI pulled the registration and will issue a new S-1 in the near future.
