MJTK is a long way from launching there so called citizen toke into the market, like you said they need deep saturation of shops competing against each other, as states launch recreational pot into the market they will all find the same problem {not enough product} people will pay higher prices to get weed, so they are not looking for coupons or a app showing them where to get it when there is limited supply, that's why no launch no one is using there app, maybe in 2-3 years
