The RS in and of itself should not deter potential investors, as it is a neutral event which simply consolidates shares (and indeed in this case it may be viewed in a positive light by some since it is at least prompted by a reasonable up-listing strategy).

What would more likely deter investors is what has given rise to the need for the RS -- namely, the unrelenting (and some might add catastrophic) fall in the share price over the past several years. That, and the prospect of further (and significant) dilution over the next few months.

The new leadership team is doing a good job (or so it seems to me), but it has a lot of baggage to overcome.
