The imaginary refinery's had an "out" planned all along, as some of us suggested a while back. Financier and/or permitting will be the scapegoat.

Picture Hanks trying to suppress a smirk while explaining how someone else killed the deal..... with bundles of cash busting out of suitcases in the back room.

"It is easier to fool someone, than to convince them they have been fooled."

For those that don't get it, it means that people need to be more careful, and do good due diligence.
