Yes, so far it is only a PSC. But the mention of a Joint Operating Agreement would seem to indicate there is a another partner involved. However there has been some indication that at least one other partner is not an oil company. So it could be ERHC, a non operating partner and in search of an operating partner who can actually drill a well.

Pretty typical of Ntephe to put out an 8K on Friday afternoon when it will do the least good.

Also pretty typical that Ntephe opens his mouth, the share price does nothing or goes down and it raises more far more questions than it answers.
