Why not? Shares issued to themselves are represented in the O/S.

Common stock, par value $0.0001 per share; 20,000,000,000 shares authorized; 6,515,096,338 and 3,628,253,758 shares issued and outstanding as of September 30, 2016 and December 31, 2015, respectively

Add to the 6.5M figure from 9/16 the 3.15M issued shares to Sadle and Pickett, then add the dilution we saw in recent trading and you have the new figure which was put in the filing by Pickett himself.

Of course, the amounts could possibly be off a bit since filing isn't a necessity for Pickett, anymore. Maybe he stopped filing Form 4s along with all the others 10-Qs and 10-Ks that have made SWET delinquent and in danger of being suspended and sent to the greys.

You can lead a horse to water. But you can't make him get down on one knee and do an Al Jolson impression!
