That doesn't even make sense... GE does R/S because he owns almost no common shares just the preferred shares with Xtra voting power and a R/S doesn't hurt him financially... He isn't concerned if MS buys any amount of shares he will continue to be able to out vote any activist investor there may be... Hence why none have bought a large stake and ousted him as CEO ...
