It's not Signal Bay that's dragging their feet. It's the municipalities and the fact that this is a new industry and little regulation. Costa Mesa has already said they'd roll out the application process 45 days after they approve fees. And then 3 months from then to do background checks etc. Waldrop accounted for this when he said 5 months.
