The 10th amendment states the Federal government can not force states to enforce federal laws. Sessions would have to send federal resources into recreational states to do his bidding BUT he has no money granted to him for this(see his May 1st letter asking Congress for it).

Yes, Sessions can easily affect the cannabis sector's stocks by just uttering one negative sentence. But he hasn't said a thing in months and he's got other things on his plate. Taking actual actions is another thing entirely. Governors, Senators and House members have urged him against that course of action and have sworn to fight him each step of the way.
