I doubt it was an inter-dealer trade. Those are generally executed on a trade by trade basis and show up as short volume. However...since we are taking about the OTC...it is a strong indication of DILUTION since your run of the mill retail trader or flipper is not going to be doing block position sales directly with a B/D.

So although it isn't always dilution, it can be an indication that dilution is going on.
