No one is short here and definitely not a retail investor.

E-trade, Scottrade, etc will not let you short this stock down here in the sub pennys. Nor is the stock ever traded pre-market or after-market. There is no market pre or after for stocks in the pinkies. I talked with the Charleston manager of Scottrade along time ago.
