Short % is typically looked at as a % of outstanding shares not float. As an example, there are a lot of 99-100% institutionally owned stocks that technically have zero float but that have heavy short interest due to institutional hedging. With that in mind, SINO's short % is less than 9% which is reasonable. As Value has pointed out, likely just some blanket shorters that short all "shipping" stocks after the huge pop in the fall.
