True, except the 70% Efficiency. It is not good for people who support this to state material that isn't true. Some how along the way when OWCP posted a 70% improvement, it became 70% efficient. The truth is it 1.7 * whatever efficiency it was before the improvements, and that value has not been published to my knowledge. If someone can find the true efficiency with a link to prove it that would be awesome.
It could be much more or less than 70 percent efficiency, hopefully much more. For example if it was 20 percent before improvement it is now only 34 percent. But if it was 58.83 percent before improvements then it is now 100 percent (58.83 * 1.7 = 100 percent)!
