"...Congress approved a censure motion against then minister of energy and mines Francisco Acosta Coloma,
who has now been replaced in office by Gustavo Galindo. Acosta was
accused of conflict of interest for running business activities
that benefitted from his position as minister. He was also accused
of compromising national interests by opening the state-run oil
industry to more foreign investment, and of mismanagement regarding
the construction of an addition to the Ecuadoran oil pipeline."
