He already had shareholder approval for as many reverse splits as he cares to do as per the May 2nd 2017 annual shareholder meeting.

Read the filing: "the approval of one or more amendments to the company's Amended and Restated Articles of Incorporation to effect one or more reverse stock splits of the Company's issued common shares..."
