RVNC—...you figure they would wait till after they report Phase-3 results for SAKURA 1 and 2.

That would be somewhat risky for reasons that have nothing to do with RNVC per se. By late 4Q17 (when SAKURA-1/2 results are likely to be announced), the stock market could conceivably be in a tailspin that is not conducive to raising capital.
