Yes, they could conceivably be a proxy for a bigger BP, but that's not clear at all.

More likely, they had many private talks with the BOD, got ultra-frustrated, and then published the letter.

Convinced PPHM had many fine offers for PS Blockade AND exosomes, and turned them all down.
