That's the way I look at it.

He retains the right to offset $15 Million in profits over the next 20 years for a $2 million investment.

Just by taking advantage of this NOL, he would have an almost 700% return on his money.....

Not including any price appreciation profits from whatever he would choose to roll into the shell.
