Does anyone know if TMPS is the first OTC penny stock that the US government has ever done business with or are there any records that indicate past big contracts given to OTC companies?

The DoD website lists all contracts above 7 million and every big contract (smaller than the alleged TMPS contracts) that I could find listed there belongs to a companies trading in the 100's
