I would say they have been issued, for example the 600 million a week plus ago dumped at .0001 was treasury shares giving them $60,000 to go towards the closing fees.
The shares are the bank account for these pink sheet stocks. That is the good and bad thing about it. Good cause they can access capital to pay bills, like closing fees, bad cause the dilution makes it hard to rally the share price.
I like the place we are in now with this company/stock.
I expect the fossil fuel prices to rally this year still.
