That is ridiculous. You can't judge dilution from Level 2. A pervasive myth.
And the "CE" is meaningless. It is just an arbitrary and meaningless designation made up by OTCMarkets, who is not a regulator. No different than if John Doe had a website and assigned frowny faces to stocks. As long as they have a valid 15c2-11, which they did, all OTC stocks trade exactly the same way no matter how much a company pays OTCMarkets for their made-up "market tiers" or whatever comical sign (stop, yield or CE) that for-profit PR Company OTCMarkets puts on their paid webpage.
