The problem is that, like his stature, he is a VERY small man in the overall scheme of things and the authorities have bigger fish to fry - well so they say and that is why he will continue to get away with it.

Add that to his non existent level of morality and willingness to lie quite openly and you have the recipe for a small time crook to succeed. Karma will see him suffer though
