That person does not appear to know what they are talking about. OTC "status" is actually meaningless. OTC markets is not a regulator and controls nothing of real importance.

If they get a Form-10 or S-1 to go effective...first step...then they need to find a market maker to sponsor a Form 15c-211 with FINRA to get back to quoted trading (the company doesn't do that, the market maker does). Neither of those involve OTC Markets in any way.

It will take quite a long time to do that...many many suspended stocks say they will...but never get there.
