Yes it does. Dilution hurts shareholders and reduces the value of their shares. The stock is at no bid with 100MM+ shares on the ask at .0001, making it unlikely ISBG can secure loans for operating cash without a R/S, which in turn makes the future success of the product less likely and a devastating reverse for current shareholders more likely.
