The government opened five tenders
HPPs in the election period

Although item 7 of the agreement reached between Prime Minister Edi Rama and opposition leader Lulzim Basha on May 18 of this year to unblock the political stalemate in the country, explicitly obliged the parties to "suspend any initiative for temporary contracts at the central level And local "sector, in June, the Ministry of Energy and Industry opened a competition for five local hydropower plants, which, by power and investments, are part of the average hydropower works.

Five public-private concessions for the construction of hydropower plants were announced in June and are expected to be contracted in July. Meanwhile, not only has a political agreement been violated, but, on the other hand, the responsible department has not even disclosed the procedures on the ATRAKO website (the Concession Treatment Agency at the Ministry of Economy).

objects
Hydropower plants are expected to be built in five cascades and valleys of the country. Thus, Hidrocentrali në Thanë (reservoir i Murizit, Lushnje), with a deadline of 35 years is expected to be tendered by opening bids on July 17th. The procurement procedure was announced on June 15th.

The other hydro power plant is on the Shala River (Theth) with 35 years of BOT form. This concession was announced on June 27 and the documents from the tenderers will be submitted on July 25th.

Hydropower Plant Lusa (Burrel) is another hydropower concession announced in June to complete the submission of bidding bids in July.
The other hydro power plant is in Kukur (Gramsh) and has a term of 25 years, the tender for its procurement closes on July 10th.

While the Gojan hydro power plant is in the valley of the Great Fan River (Mirdita). The competition for the winner is 31 July. Concession of HPP Gojan is not new. It belongs to the hydropower group provided under a concession contract by the former Berisha government.

This contract included five hydropower plants: Gojan, Gjegjan, Pisces, Fan Bridge, Fangu. But by the end of 2016, the Ministry of Energy and Industry, along with Turkish company Ayen AS Energji, which is the company that has acquired the right of this contract, agreed that by five HPPs the number would be reduced to three : Pisces, Fan Bridge and Fangu.

Strategy
Starting from 2002 until now, 183 concession contracts have been signed for the construction of 524 hydropower plants with a capacity of 2,165 megawatts. During the last year, 38 small power generation facilities were commissioned. According to data from the Energy Regulatory Entity, the number of private HPPs reached 138, out of the 100 in 2015.

Along with the increase in the number of small HPPs, the production of energy from these facilities has also increased. According to the ERE, domestic production last year marked 7.14 billion kilowatts, of which 5.1 billion were produced by state-owned KESH HPPs and 2.1 billion kilowatt-hours were produced by private and concessional HPPs, Account for 28% of the total domestic energy production.

However, this strategy is thought to have two weak points. First, damage to nature. Let us recall, for example, the protest of the inhabitants of Valbona for the introduction of mountain river water through the pipes. Meanwhile, despite this, full 55 percent of the energy being thrown into the Energy Distribution Operator network is currently imported. But this, according to the Distribution Operator, this year comes from prolonged drought, which dropped most of the water reserve that use HECs.
