That's about how I think of it too. I was a director in a public company, spent a lot of time in the CFO's office, and the quarterlies were basically accumulating all the time. It doesn't take a lot of effort to fill in the missing blanks and export to the format needed. It should be almost automatic.
I don't believe for a second that BVTK is still using a paper ledger system, so they must know very well where they stand. If they DO know, and refuse to tell us, then THAT tells us something too.
