Correct me IF I'm wrong, SHALE production of oil is refined a lot differently then fossil fuel oil. THAT is primarily what the Permian Basin holds. Per link and article below, the TIMING could NOT be BETTER for a NEW, STATE of the ART REFINERY, which by the way did I mention MMEX is BUILDING specifically for refining SHALE OIL which is Abundant in the PERMIAN BASIN!!!!!!!!

ADD in the fact that it will be Strategically located ON A RAILROAD LINE for efficient transport to high demand, cheaper prices Shale produced oil in MEXICO and SOUTH AMERICA which apparently Hanks already has CONNECTIONS WITH!!!!!!!!!!!

How much shale (tight) oil is produced in the United States?

The U.S. Energy Information Administration (EIA) estimates that about 4.25 million barrels per day of crude oil were produced directly from tight oil resources in the United States in 2016. This was equal to about 48% of total U.S. crude oil production in 2016. Tight oil is oil embedded in low-permeable shale, sandstone, and carbonate rock formations.
