Something like this?

"Dear shareholders. We have great news. The SEC has approved the dividend distribution. Well, almost. Sort of. Unfortunately we can't give a timeline yet. In the interim we will be working hard on behalf of our shareholders. Thanks for understanding. And btw, nothing has come to our attention that would cause the decline in the stock. Not a thing. Absolutely nothing."
