CNG engines re nothing new - most ICE engines can be converted to run on CNG

In fact the UK has CNG dispensers at many filling stations, you just stick the nozzle up the tail pipe which acts as the filling pipe.

The DoE grant refer to in the article you first linked is for Hydrogen.

If they really were using CNG to fuel fuel cells they would be doing reforming inside the vehicle or using innovative cells.
