Uh, if memory serves correctly, the excuse given was the high cost that would be incurred and the plan was to add the (precious) sludge to subsequent sludge collections, thus making it less expensive ? Plausible explanation .... really ?
It is much better to have 250# of sludge you can point at and say "see that pile of mud there, it contains a million bucks worth of gold" !
