I think that's a solid argument. In the very least, foreign companies who want to build factories in China can't get their foot in the door unless they do a joint venture (where the Chinese company is the majority stake holder and preferably State-sponsered).

Additionally the foreign companies would have to use Chinese battery tech (unless you're okay not getting any subsidies or Chinese gov support). Take the subsidies and other gov incentives that are over 30% and you would no longer be a serious competitor in China.

I for one, would choose the best Chinese EV battery maker with the longest range and build as many factories as I could. That would sound like a win-win to me.
