Hi Al -- its all based from the Patriot Act. Signed into law by Bush.

But let's face it -- your phone records ( simply who you called and who called you), your credit card charges, your cell phone location, traffic cams, and your EZ Pass records give law enforcement and others a pretty accurate profile of who you are and what you've been up to.
