I think you nailed the current situation perfectly!

Prospective EXOL shareholders are still a bit gun shy. Another week of slow uptrend and no new 8ks, and then confidence will be back. EXOL should have a large run soon, and IMO it will happen without any news. Add news and all bets are off!
