From what Etrade told me, restrictions are placed by the brokerage house, not the company. The company has no say over trading restrictions. You can still by over at etrade, just need to call. They will place your order and charge you internet fees. Only takes about 7 minutes. Etrade could not tell me exactly why they restricted online buys.
