Hemp Inc holds licenses through affiliate farmers.

No one is saying that Bruce is personally the licensee.

Hemp Inc will be paying these affiliate farmers to grow, receive their hemp, process down to end byproducts, and sell the byproducts wholesale, and probably also make a line of their own "branded" products.

Then the money making happens. Profit.
