They had more than 2 months to get all the votes till 2nd delayed meeting on June 23. Now, they want 3 more weeks. I have never heard of such non-sense that a company would keep delaying 3 times to solicit more votes in their favor.
I seriously doubt they will get any more votes in their favor or even able to contact the remaining 17%.
