China is facing a bill of CNY60 billion ($7.54 billion) if it wants to build a strategic oil reserve capacity to rival western countries and secure a 90-day cushion against supply shocks, a senior executive at oil trader Sinochem said Monday.
Li Hui, vice-president of Sinochem, said the investment would be needed as China is forecast to need to import 300 million metric tons of crude oil in 2020 as energy consumption grows and domestic production from its aging oil fields stagnates.

The strategic reserves facilities, which are being built in phases, must have a capacity of 90 million cubic meters to ensure a "stable supply in the domestic oil market" and fulfill the recommendation of the International Energy Agency that countries have crude in reserve equivalent to 90 days of imports, Li said.
