They probably(personally very much doubt it)have an excuse for not buying back shares.
But when they signed an agreement with KCSA shouldn't they have put a time limit to that?Give them say six months and see what they can do.
It is 9 months now and they could not find a single big investor to buy this stock at $2.50!
