If in the current era of corporate correctness, the CEO is "responsible " for the content of the 10Q, then it would behoove that signatory to be sure that the 10Q was straight arrow. Now if you just got the job recently, you might want a little more time for your staff to be 100% sure. And if your staff was new, you might need a little more time to cleanup loose ends. Will they? Heck I don't know, but they could and have the reasons I outlined above to wait.
