Agree. Just going through today's posts.

I believe deals have been made behind closed doors. It is not a shock and awe campaign for the invitees. They know whats going on (generally) and have contracts/agreements already.

I'll say it again. Photos of handshaking, smiling faces, thumbs up and as you said, a public signing ceremony for the Press's (public's) benefit.

The dignitaries from the ASEAN countries are still not in the dark.
