We can read this in 2 ways

Bad news on trial - Dr P does not expect SP to increase after adjunct trial or trial is delayed so he is raising funds before bad news

Good news - he has good data on hand so he used it to entice investors to raise funds.

Based on the history I am inclined to go with bad news
